Yesterday was a announced that O2 UK will have exclusively rights to sell the Palm Pre in the UK.

According to The Guardian, the main competitor of O2 was Orange. Orange tried to get the right to sell the iPhone, but failed also and iPhone went to O2.

Presumably, Palm chose to compete with the Apple phone in a single operator.
